Terms of Reference (ToR) for External Evaluator – RADIC Project Final Evaluation
1. Background
The Rehabilitation for All through Digital Innovations and New Competences (RADIC) project aims to strengthen digital rehabilitation capacity and collaboration in East Africa. Through partnerships among universities, rehabilitation practitioners, service users, and technology experts, RADIC has worked to enhance research, training, and service delivery using digital tools and innovations (https://www.jamk.fi/en/project/radic).
Since its inception, RADIC has promoted knowledge exchange, innovation, and multi-stakeholder engagement across the region. As the project concludes, the consortium seeks to engage an External Evaluator to conduct a comprehensive final evaluation of performance, results, and sustainability.
2. Purpose of the Evaluation
- Provide an independent and objective assessment of the project’s overall achievements and lessons learned.
- Generate evidence to inform future programming, strengthen accountability, and support knowledge sharing among partners and stakeholders.
Specifically, the evaluation will:
- Determine how effectively RADIC achieved its objectives.
- Assess the impact of RADIC’s interventions on stakeholders and beneficiaries.
- Identify lessons learned and good practices for replication or scale-up.
- Provide recommendations for sustainability beyond the project’s lifetime.
3. Evaluation Objectives
- Relevance: Assess alignment with rehabilitation and digital innovation needs in East Africa.
- Effectiveness: Determine achievement of expected outcomes and outputs.
- Efficiency: Examine use of financial, human, and technical resources.
- Impact: Evaluate influence on rehabilitation practice, research, and policy.
- Sustainability: Assess continuity of results and partnerships after completion.
4. Scope of the Evaluation
- Cover the entire project duration from inception to February 2026.
- Review all project components including work packages, capacity building, digital innovation, and stakeholder engagement.
- Consider geographical coverage, institutional partners, and beneficiaries.
Key tasks include:
- Review of project documents, reports, and monitoring data.
- Interviews and focus group discussions with key stakeholders.
- Analysis of project performance indicators.
- Collection of feedback from mid-term conference participants.
5. Methodology
- Use mixed methods combining qualitative and quantitative approaches.
- Propose a detailed and participatory methodology.
Possible methods include:
- Desk review of project documents and reports.
- Semi-structured interviews with partners, beneficiaries, and policymakers.
- Online or virtual surveys.
- Case studies of successful innovations or partnerships.
- Validation of findings through stakeholder consultation.
6. Deliverables
- Inception Report (within 2 weeks of contract signing).
- Draft Evaluation Report.
- Final Evaluation Report.
- Presentation of findings during a dissemination session.

8. Qualifications and Experience
- Advanced degree in Monitoring and Evaluation or related field.
- At least five (5) years of evaluation experience in health, rehabilitation, or digital innovation.
- Understanding of disability inclusion and digital health programs.
- Strong analytical, writing, and communication skills.
- Familiarity with the East African context (added advantage).
- Experience and/or knowledge of ERASMUS projects and guidelines.
9. Management and Reporting
- Evaluator reports to the RADIC Project Steering Committee through the Project Manager.
- Cost and logistics will be fixed on contract.
- All deliverables must be approved by the Steering Committee.
10. Ethical Considerations
- Respect for diversity and cultural sensitivity.
- Transparency in reporting and data analysis.
- Confidentiality of all data collected.
