HEET stands for High Education for Economic Transformation is a US$425 million IDA-funded Project. It was approved by the World Bank in May 2021 and will be implemented over 5 years and close on July 2026. The Project is an Investment Project Financing (IPF).

The HEET Project aims to strengthen the delivery of higher education through a combination of university-level investments in improving the quality of learning environments and programs, and Ministry-level interventions that enhance the management of the higher education system and support a conducive policy environment.

The Project Development Objective (PDO) is to strengthen the learning environments and labor market alignment of programs in priority areas and the management of the higher education system. Achievement of this objective will be measured primarily through the following PDO indicators:

  • Students and faculty participating in internships/fellowships/forms of placement in industry, companies or research institutions (sub-indicators for gender, individuals with disabilities, and students/faculty ratios)
  • Degree programs within priority disciplines that are aligned to labor market needs
  • Students benefiting from direct interventions to enhance learning (corporate indicator)
  • Active use of a Tertiary Education Management Information System (TEMIS)
  • Higher education institutions supported by the project that achieve a minimum threshold of the annual targets set in the Performance Agreements

focusing Areas

The HEET project focuses on the following areas
  • Component 1: Strengthening the learning environments and labour market alignment of priority programsThis component focuses on strengthen the teaching and learning environments within the implementation institutions. There are seven areas under this component as described below:
  • Area 1: Construction or rehabilitation of infrastructure
  • Area 1a – Construction or rehabilitation of infrastructure
  • Area 1b – Upgrading learning resources and equipment
  • Area 2: Updating curriculum and introducing innovative pedagogical methodologies
  • Area 3: Promoting applied research and innovation capacity
  • Area 4: Building functional linkages with private sector/industry
  • Area 5: Strengthening use of digital technology
  • Area 5a – Developing online learning platforms and digital technology applications (including selecting and customizing suitable Moodle based learning platforms)
  • Area 5b – Establishing state-of-the-art ICT infrastructure and equipment
  • Area 5c – Capacity building in the development of online and ODL learning and pedagogy
  • Area 6: Promoting self-generated income
  • Area 7: Building capacity of academic staff and university leadership
  • Component 2: Strengthening the Management of the Higher Education SystemThis component focuses on enhancing the management of the higher education system. It will strengthen the capacity of key government departments and agencies responsible for the effective oversight and delivery of higher education in Tanzania.

Implementation institutions

There are 23 institutions that implement the HEET project include, 14 high learning institutions (UDSM, UDOM, SUA, SUZA, MUST, ARU, MU, NMAIST, OUT, MoCU, DUCE. MUCE, MUHAS, MJNUAT), 5 finance institutions under the Ministry of Finance Tanzania (IFM, IRDP, EASTC, TIA AND IAA), 3 high learning institutions boards (TCU, HESLB and COSTECH) and MoEST, it is also the overall observer of implementation of the project.

In the SUZA side, the HEET project seeks to build a case of realizing the various components for improving the quality of education and services. The project is anticipated to assist to fulfil the University needs to expand and improve its teaching spaces and facilities, review and development of new curricula, improve ICT infrastructure and improve teaching and administrative capacity for its staff. These improvements are vital to make SUZA realize its vision of becoming the preferred University across Eastern Africa region.

SUZA has been allocated 20m USD for HEET project where four areas are being implemented under the project. These are: –

  • Area 1: Construction or rehabilitation of infrastructure
  • Area 2: Upgrading curriculum and introducing innovation pedagogy
  • Area 3: Strengthening use of digital technology
  • Area 4: Building capacity of academic staff and university leadership
