Dr. Ally is a lecturer, linguist and Kiswahili scholar specializing in general linguistics, applied linguistics, lexicography, translation and language technology. He holds a PhD in Kiswahili from the State University of Zanzibar, an MA in Linguistics from the University of Dar es Salaam, and a BA with Education from SUZA. His research focuses on Kiswahili terminology development, particularly in computer science and ICT, as well as language pedagogy. Dr. Khalfan has held leadership roles as Coordinator of the Centre for Swahili Studies and Advancement, Head of the Department of Foreign Languages, and Head of the Department of Kiswahili for Foreigners at SUZA. He has also served as Chairperson of Standards Editing Committee of the Zanzibar Bureau of Standards (ZBS) and as External Examiner for National Examination Council of Tanzania and Zanzibar Examination Council, contributing to curriculum quality and national assessment standards.
