The State University Of Zanzibar
HEET stands for High Education for Economic Transformation is a US$425 million IDA-funded Project. It was approved by the World Bank in May 2021 and will be implemented over 5 years and close on July 2026. The Project is an Investment Project Financing (IPF).
The HEET Project aims to strengthen the delivery of higher education through a combination of university-level investments in improving the quality of learning environments and programs, and Ministry-level interventions that enhance the management of the higher education system and support a conducive policy environment.
The Project Development Objective (PDO) is to strengthen the learning environments and labor market alignment of programs in priority areas and the management of the higher education system. Achievement of this objective will be measured primarily through the following PDO indicators:
There are 23 institutions that implement the HEET project include, 14 high learning institutions (UDSM, UDOM, SUA, SUZA, MUST, ARU, MU, NMAIST, OUT, MoCU, DUCE. MUCE, MUHAS, MJNUAT), 5 finance institutions under the Ministry of Finance Tanzania (IFM, IRDP, EASTC, TIA AND IAA), 3 high learning institutions boards (TCU, HESLB and COSTECH) and MoEST, it is also the overall observer of implementation of the project.
In the SUZA side, the HEET project seeks to build a case of realizing the various components for improving the quality of education and services. The project is anticipated to assist to fulfil the University needs to expand and improve its teaching spaces and facilities, review and development of new curricula, improve ICT infrastructure and improve teaching and administrative capacity for its staff. These improvements are vital to make SUZA realize its vision of becoming the preferred University across Eastern Africa region.
SUZA has been allocated 20m USD for HEET project where four areas are being implemented under the project. These are: –
